Central Valley Attainable Housing, Inc. (CVAH) carries out ongoing activities that directly expand access to safe, affordable housing in California’s Central Valley. These efforts advance recognized charitable purposes, including relieving the poor and distressed, combating community deterioration, and lessening the burdens of government.


❋ Core Development Activities

CVAH identifies, plans, and develops multifamily and single-family housing projects targeted primarily to low- and moderate-income households, with a focus on those at or below Area Median Income (AMI) in Central Valley communities.

Each project is designed to provide decent, safe, and sanitary housing while maintaining rents or prices at levels affordable to the target income groups, following income and affordability standards established by relevant state and local housing agencies when available.

❋ Methods to Reduce Development Costs

CVAH systematically reduces or eliminates conventional developer profit margins so that more project value is directed toward lowering rents or prices rather than generating private gain, consistent with nonprofit ownership and reinvestment of surplus.

The organization seeks equity partnerships with underlying landowners to avoid or minimize upfront land acquisition and carrying costs. This reduces total development costs and allows units to be offered at more attainable levels for income-qualified residents.

❋ Income Targets and Affordability Standards

CVAH anticipates that the majority of units in its projects will be targeted to households earning between 80% and 120% of the applicable Area Median Income (AMI), with specific affordability levels set in accordance with state and local income and rent guidelines where available.
